The short answer · checked November 2026
WhatsApp automation puts an AI assistant, or WhatsApp chatbot, on your official WhatsApp Business number. It drafts replies from approved answers, including your qualifying questions, records the enquiry in your CRM and passes the chat to your team. BeOnTop, an AI agency and SEO company in Dubai, builds it on the official platform for AED 12,500 plus VAT (AED 13,125 including VAT), paid once, with two more workflows.

What can an AI assistant do on WhatsApp?
It works like one of our AI agents, assigned to your WhatsApp inbox. It does the six jobs your front desk repeats all day and stops at the edge of what you approved. Sending waits for your team's approval until you pre-authorise an answer and it passes testing.
Answers the everyday questions
Prices, hours, locations, documents and availability, in Arabic or English. It tells every customer it is an AI assistant.
Qualifies the enquiry
It asks what your best salesperson would ask, so whoever takes over starts with the facts, not with "how can I help?".
Takes the booking request
It offers open slots where your calendar or booking system can be connected. Otherwise it passes the request to your team to confirm.
Writes it all into your CRM
Name, number, source, answers, opt-in and a summary, in a new or existing record. HubSpot, Zoho, Bitrix24 and any CRM with a usable connection.
Hands over with context
Complaints, price exceptions and anything outside the approved answers go to the right person with a note. Customers can ask for a person at any time.
Follows up inside the rules
Reminders and follow-ups use Meta-approved templates, and go only to customers whose opt-in is on record.
Connects to the tools you already run

Does it reply on its own, or wait for us?
Your choice, question by question. Start with drafts, and switch on automatic replies once you trust the answers.
Drafts your team sends
The assistant drafts every reply, including your qualifying questions, and logs the enquiry. A person checks and sends with one tap. This is how the WhatsApp workflow in AI Business Operations runs, at the package price.
Answers that go out on their own
For questions you pre-approve, such as prices, hours or availability, the reply goes out on its own, day and night, once it passes testing, at no extra fee. Enterprise includes after-hours replies from approved answers too.
Your number is the asset
Is WhatsApp automation allowed, or will my number get banned?
It is allowed on the official platform. Numbers get restricted when a business takes shortcuts: tools that drive the ordinary WhatsApp app, messages to people who never opted in, and blasts that customers block.
There is one newer rule to know. Since 15 January 2026, Meta's platform terms bar services whose main function is a general-purpose AI assistant. A business assistant that answers about its own company is fine, and that is what we build. Ask it to write your CV and it politely declines.
Official platform only
Through an approved provider, on a company number. Never a personal number or a staff phone.
Opt-in comes first
Date, source and wording are recorded before your business starts any conversation.
The 24-hour window
A customer's message opens 24 hours for free-form replies. After that, only approved templates.
A person, always
Every flow has a human handover, and the model runs on commercial terms that exclude training on your data.
How an enquiry becomes a CRM record
Five steps from the first message to a person following up. The amber tags show where your team stays in control.
Customer messages
From your website button, Google listing, a Click to WhatsApp ad or a saved number.
Assistant drafts
It says it is an AI assistant and asks your questions. Your team sends each reply, unless you have pre-authorised that answer.

A new lead is logged. An update to an existing record waits for your team to approve it.
A person takes over

Worked example
Example: a Monday-night enquiry at a business setup firm
A prospect taps the WhatsApp button at 21:47 and asks about a free zone licence with two visas. Nobody is at a desk. By morning the consultant has a complete record and only two decisions to make: the quote and the follow-up.
This example shows the assistant after the firm has pre-authorised its approved answers. Before that, the same replies wait as drafts for a person to send.
Monday 21:47WhatsApp
How much is a free zone licence with two visas?
I'm the company's AI assistant. Our service fee starts at AED 3,500 plus VAT (AED 3,675 including VAT). A consultant confirms licence and visa fees. Which business activity is it for?
General trading, two partners, start next month
Thank you. May we send you licence updates on WhatsApp?

How much does WhatsApp automation cost in the UAE?
Published UAE offers run from a AED 99 monthly subscription to built assistants at about AED 4,000 to 18,000. Ours is AED 12,500 plus VAT (AED 13,125 including VAT), paid once, and you pay running costs directly. Meta changed its fees on 1 October 2026, so check any older quote you have.
| What you buy | Published UAE prices, November 2026 | What you get | Good for |
|---|---|---|---|
| A provider's subscription | About AED 99 to 600 a month, plus Meta's fees | Shared inbox, broadcasts, simple bots you set up yourself | Small teams with simple questions |
| A built WhatsApp assistant | About AED 4,000 to 18,000, often plus AED 1,000 to 3,000 a month | A bot trained on your answers, usually with a monthly support fee | Firms with one main enquiry flow |
| BeOnTop AI Business Operations | AED 12,500 plus VAT (AED 13,125 including VAT), paid once | WhatsApp to CRM and two more workflows, training, your own accounts, no retainer | Firms that want WhatsApp tied into how they sell |
Founding price until 31 December 2026
AI Business Operations
AED 12,500
plus VAT (AED 13,125 including VAT), paid once. From 1 January 2027: AED 15,000 plus VAT (AED 15,750 including VAT). Founding prices hold for the first twenty companies.
- WhatsApp to CRM, as one of three connected workflows, with replies drafted for your team or sent on their own once tested
- The full team of AI agents
- Two more automated workflows
- Five users and a private training day
Clients already on an AI package can add WhatsApp as an extra workflow after scoping, from AED 2,500 plus VAT (from AED 2,625 including VAT).
| Running cost | Who you pay | How it works |
|---|---|---|
| Messages | Meta, usually through your provider; AED billing is available | Per delivered message. Roughly AED 0.21 marketing and AED 0.06 utility in the UAE, plus 5% VAT. Volume tiers lower utility rates. |
| Service replies | Meta | First 1,000 a month per number are free. Beyond that, about AED 0.06 each. |
| Provider plan | Your approved provider | Its monthly plan, in your name. |
| AI model and hosting | Your own accounts | Usage of Claude or another agreed model, plus a small hosted service. |
Rates as published for November 2026; Meta can change them, and its pricing page is the final word. Customers pay nothing to message you. Each cost is estimated in writing before you commit.
What will Meta charge you each month?
About AED 404 a month including VAT, at 1,000 marketing messages, 1,000 utility messages and 3,000 service replies. Put in your own volumes.
Uses about AED 0.2115 a marketing message and AED 0.0576 a utility or service message, the first 1,000 service messages free. Volume tiers can lower utility rates. A guide, not a quote. Your provider's plan is separate.

It uses the founding price and today's published model pricing of about AED 110 per user a month, subject to the provider's minimum seats. Replies sent on their own add no fee from us; your usage and Meta's message fees still apply.
From live agents at our training partner
What we learned from live WhatsApp agents
AI agents run on the official WhatsApp number at London International, our training partner, which built and runs them. Real conversations taught us rules no demo would. They are built into everything our AI agency installs.
When a person replies, the assistant goes quiet
An early rule looked back only two hours, and the assistant spoke over a consultant who had called the customer that afternoon. Now code decides whether the assistant may speak at all: if staff replied last, it stays silent.
"I'll get back to you" is not goodbye
Our first version read polite delays as the end of a chat and closed warm leads. The assistant now waits. Closing a conversation is a human decision.
Every chat needs its own off switch
Staff asked for this early on. One command stops the assistant in one conversation, and only that person can restart it.
It must never send twice
Two processes once answered the same message. Every reply now checks whether anyone has already answered, because a duplicate message looks like a robot and customers notice.
Do I need a WhatsApp API provider as well as BeOnTop?
Yes. A provider is the company Meta approves to connect your number to the platform. It carries your messages, submits your templates and bills a monthly fee. BeOnTop is not a provider. We work with the one you choose, in your name, and build what sits on top.
A provider's own tool covers broadcasts and a shared inbox. You need a build like ours when WhatsApp has to reach your CRM, follow your rules and answer in your company's voice. The same assistant can also work on your website as an AI chatbot, and unusual systems can be joined with custom AI development.
| Job | Provider alone | With BeOnTop |
|---|---|---|
| Connects your number | Yes | Yes, through your provider |
| Answers from your approved list | Varies: menus, a generic bot or the provider's own AI add-on | Built and tested on your real questions |
| CRM records | Standard connectors, where offered | Mapped to your fields and rules |
| Handover rules | You set them up | Designed with your team |
| Staff training | Help articles and onboarding, which vary | On your own conversations |
What we check before any quote
A WhatsApp project can fail on something a day's checking would have caught. You get the result in writing, and if something cannot connect, you hear it before you pay.
Your number
Whether it can move to the platform, and what happens to its current chats.
Your Meta account
Business verification and the display name customers will see.
Your provider
Existing or new, what it charges, and whose name the contract is in.
Your CRM
Whether it accepts records through a usable connection, and which fields.
Your opt-ins
Forms, ads and counters, and the consent wording you use today.
Your handovers
Who takes which conversations, at what hours, in which language.
Questions about WhatsApp automation
Can AI answer WhatsApp messages for my business?
Yes. On the WhatsApp Business Platform an AI assistant can reply at any hour, as long as it answers only about your business, says it is an AI assistant and offers a route to a person. With us you choose, question by question, between drafts your team sends and answers that go out on their own.
Does it cost more if the assistant replies on its own?
No. Once an answer has passed testing on your real messages, you can let it go out on its own at no extra fee from us. Your model usage and Meta's message fees still apply, as they do for drafts your team sends.
What is the difference between the WhatsApp Business app and the API?
The app is free and suits a small team on a phone, with quick replies and an away message. The API, properly the WhatsApp Business Platform, connects your number to your CRM and lets several staff and an AI assistant work the same conversations, and Meta charges for it per message. Move when one phone cannot keep up or enquiries have to reach your CRM.
Is this a WhatsApp CRM?
Not a separate one. We connect WhatsApp to the CRM you already run, so each chat lands on the customer's record. If you have no CRM yet, a provider's shared inbox can do the job for now, and we will tell you so.
Is WhatsApp automation worth it for a small business?
Count first. A WhatsApp chatbot for business pays when enquiries wait or arrive after closing. Take last month's chats, note how many waited more than an hour, and multiply by what a won customer is worth to you. If you get a handful of messages a day, the free app with quick replies may be enough.
Is WhatsApp automation legal in the UAE?
Yes, when it runs on the official platform, people have opted in and they can opt out at any time. Personal data follows Federal Decree-Law 45 of 2021 (the PDPL). Cabinet Resolution 56 of 2024 covers marketing calls, and legal commentary says it reaches promotional messages on social apps too, with fines under Resolution 57, so take advice before any broadcast. Our rule is that outbound sales calls stay with your staff. Tools that automate a personal number break WhatsApp's own terms. This is a guide, not legal advice.
Is the official WhatsApp Business API free?
No, but much of it costs little. Customers message you for free, and the first 1,000 service messages a month per number are free. You pay Meta for template messages and for service messages above that, plus your provider's plan.
Why does the WhatsApp API seem so expensive?
The API itself is rarely the big cost. Meta charges per delivered message, about AED 0.2115 for marketing and AED 0.0576 for utility or service messages in the UAE, and your provider adds a monthly plan. Marketing broadcasts drive most of the bill, so sending fewer, better messages is the simplest way to keep it down.
Does a UAE number make WhatsApp cheaper?
No. Meta prices a message by the country of the person receiving it, so a UAE customer costs the same whichever number writes to them. Your provider's plan is what varies, so compare those.
Can we send 10,000 messages at once?
Only to people whose opt-in is recorded, with an approved template, and within the sending limit Meta sets for your business. Limits rise as your quality rating holds up. Blasting a cold list is the fastest way to lose a number.
Can I keep my current WhatsApp number?
Usually, yes. A number on the WhatsApp Business app can often stay on the app and connect to the platform at the same time, with recent chats carried over. The integration check confirms it for your number and provider before you commit.
How do we get the verified badge on WhatsApp?
Two things get mixed up here. Business verification confirms your company to Meta, and we check it before any quote. The blue badge is separate: Meta grants it after its own review, or through a paid Meta Verified plan where that is offered. It does not change your message limits or prices, so your launch does not wait for it.
Can several staff use the same number?
Yes, and it is one of the main reasons to move to the platform. Your team works from your provider's inbox or your CRM, and once a person replies the assistant goes quiet on that chat.
Should we use Meta's own Business Agent instead?
Meta's own WhatsApp AI agent can be a good start for simple questions. Meta bills it by usage, reported at about 4 to 5 US cents for a typical message. You need a build like ours when replies must follow your approval rules, write to your CRM and hand over to named people.
Are you a WhatsApp Business API provider?
No. We build on top of an approved provider, contracted in your name. That keeps your number and your account yours if you ever change partner.
Which WhatsApp provider should we use?
The one that fits your volume and your CRM. Compare the monthly plan, any mark-up on Meta's fees, AED billing, support hours and whether it connects to your CRM. We work with the one you choose, and the integration check tells you if yours can connect.
How long does it take to go live?
A scoping call on day 1, a written proposal by day 3, booking on day 5, then a target of 20 working days once access and usable data are in place. Meta's business verification and template approvals can add time.
What happens when the assistant does not know the answer?
It flags the gap and passes the chat to your team with a note, rather than guessing. New questions go into a list so you can approve an answer for next time.
Can it read voice notes and photos?
On Enterprise, agents read voice notes, documents and chat threads. On other packages, tell us at scoping if your customers send many, so we can check it on your real messages. Whatever the assistant cannot read goes to your team.
Does it work in Arabic?
Yes. It drafts in the customer's language, Arabic or English, and you approve the wording in both before go-live. We test it on your real questions, including Gulf phrasing.
Is customer data safe, and who owns it?
Conversations and records stay in your accounts, and the assistant sees only the fields it needs. The model runs under your subscription, on terms that exclude training on your data. Personal data follows UAE data protection law (Federal Decree-Law 45 of 2021), or DIFC or ADGM rules where they apply. At handover we remove our access unless you take a care plan.
What happens if we stop working with you?
The assistant keeps running on your own subscriptions. Your number, WhatsApp Business account, provider contract and the assistant's configuration all sit in your name, and there is no monthly fee to BeOnTop unless you take a care plan. Moving to a different provider later is new work, which we quote first.
